2013年3月，国务院发布的《关于实施〈国务院机构改革和职能转变方案〉任务分工的通知》明确要求：2014年6月底前出台不动产登记条例，出台并实施不动产统一登记制度。
11月，国务院常务会议决定“整合不动产登记职责，建立不动产统一登记制度”。按照既定时间表，中国在今年上半年就将迎来不动产登记条例和不动产统一登记制度的出台。舆论指出，不动产统一登记制度将为房产税的开征奠定基础，同时也可能为反腐败添上一柄利器。
